New Jersey’s food code requires at least one certified food protection manager (CFPM) on staff at Risk Type 3 food establishments. This includes full-service restaurants, diners, catering companies, commissaries, hospitals, nursing homes, and preschools that prepare and serve potentially hazardous foods.

Lower-risk operations are generally exempt from this state requirement. This includes establishments like convenience stores, hot dog carts, and coffee shops, as well as quick-service restaurants, retail food stores, and most school cafeterias — provided their menus are limited and food preparation is straightforward.
