So glad I landed on this website. I got my food handler and food manager certificates from the same site, and both are acceptable by the States I live and work at. The prices were very reasonable. But I would say the questions I had on the food manager test were not part of the practice test they have. I relied on other youtubes I found. But passed the test from the first attempt. You are allowed two with the same payment.

Washington, DC Cottage Food Certification — Common Questions

Yes. DC Health requires every cottage food business to hold a Certified Food Protection Manager (CFPM) certification from an accredited program. Your certification is also the basis for the DC-issued CFPM ID Card, and both are on DC Health’s list of items to obtain before you submit your Cottage Food Registry Application.

Yes. DC requires a Certified Food Protection Manager certification earned through a program accredited by the ANSI National Accreditation Board (ANAB) under the Conference for Food Protection standards — the accreditation FoodSafePal holds. Your certificate is what you submit to DC Health when you apply for your DC-issued CFPM ID Card.

The CFPM ID Card is a card DC Health issues based on your Certified Food Protection Manager certification. After you pass your exam, you apply to DC Health for the card using your certificate. The card is one of the items DC Health asks you to have ready before you register your cottage food business.

DC requires the manager-level certification. A food handler certificate is for staff who work under a food protection manager, such as a restaurant kitchen worker. As a cottage food business owner you manage your own operation, so the Certified Food Protection Manager certification is the one DC Health asks for.

DC’s requirement is the certificate, and passing the accredited exam is what earns it. Training is optional. FoodSafePal’s Training + Exam package ($159) includes both so you can prepare first; if you already know the material, the exam alone is $99.

Yes. DC Health’s pre-application list includes a Home Occupancy Permit from the DC Department of Buildings (DOB), which confirms you can operate a business from your home. Obtain it before you submit your Cottage Food Registry Application.

Along with your Certified Food Protection Manager certification and DC-issued CFPM ID Card: a Home Occupancy Permit from the DC Department of Buildings, and proof of calibrated scales from the Department of Licensing and Consumer Protection if you’ll sell food by weight. You submit your Cottage Food Registry Application through DC Health’s Division of Food Safety Portal, and a pre-operational inspection may be required before you begin selling.

Within the District: directly to consumers, through retail (excluding sales to restaurants and grocery stores), and online. Under the June 2025 amendment to the Cottage Food Act (D.C. Law 26-7), cottage food businesses may also sell wholesale to licensed food establishments, consistent with District laws and regulations. The exam has 70 questions and a 90-minute time limit. The passing score ranges from 68–72% depending on which exam form you receive — each form uses a slightly different set of questions, so the passing score is adjusted to keep the standard consistent across all forms.

Every exam purchase includes one free retake. If you don’t pass on your first attempt, you can retake the exam at no additional cost.

Five years from the date you pass the exam. Renewal requires passing the exam again — no additional training required. Your DC-issued CFPM ID Card is based on your certification, so keep your certification current.
